The site for the game is here, and yes game's artwork is by Joe Phillips :). I'm wondering whether or not I should buy this game and could use a bit more feedback on it. The only review I was able to find so far was this write-up from gaygamer.net who did like it. I played the demo, and while I now know the game is somewhat sassy and irreverent, the demo didn't do much to convince me the game is going to be good (or bad).
