Well, that's one motive.
Musk has also said it's to clear out Old Twitter's child porn, to stop Old Twitter's nonstop election interference, to make money, and to unleash the global brain (increasing the interactions among us 8 billion humans who serve as the global brain's "neurons").
Which would make 5 motives, mostly good.
