Clarification on Uploading Rule 8

Rule 8 states "Do not upload VIDEO packed in archives (zip, rar, ...), password protected files, or material that needs to acquire a license for playing"
Does this mean videos can be uploaded in a zip or rar file as long as it doesn't require a password to open?
