Do I Need a VPN? Traveling to Europe

Hi! I'm from South America and here we don't have harsh laws and downloading from torrents isn't seen as illicit. Now I'm traveling to Europe, shoud I concern about this? Will I be able to download from this site? I wanna know because I don't wanna to get into trouble. Thank you for your help!
