I use Transmission and it works fine with downloading other files and uploading files

I'm able to download it properly. I use qBittorrent
the file type is PDF, perhaps your client doesn't support PDF files?
were you able to download PDF in the past? -

since it's not a long file, could you maybe reupload it using a different format?

I think it's better that you ask the original uploader.
Alternatively, since it's PDF file, rather than upload it here as torrent I can just send it to you via email if you'd like -

why don't you use a different torrent client (even if it's just for that single torrent)? -
Ok, I managed to reduce the size of the PDF to 12.4mb
