East London's Redbridge library encourages kids, as part of the summer reading challenge, by hiring Mandiga Arts Group who is well known for its adult art style costumes.

That's like Biden teaching children to swim by putting on a speedo and letting them watch the hairs on his legs go erect as they stroked them.
