      Assuming men throughout the world weren't shaving their body parts at all
      is it safe to say that most man would grow hair on their backs and shoulders?

          There is no overall average. And you can't always tell just by looking at their face. Some guys with perfect coverage beards are totally smooth on their chest, some bald guys are super hairy everywhere else etc.

            I don't know about "most," but it's pretty common.  It's also more likely to grow there as you get older.
