There is no 'perfect' time.
There's always going to be uncertainty and people reacting badly. But there are better times. I can't recommend children too young to live on their own who are dependent on homophobic parents to come out and risk violence and homelessness. There are countries that have death sentences for homosexuality.
But other than that, people should come out as soon as they can. It's better to have a real life than a make-believe pretend life.

There is not "perfect time" but the most Ideal is college/university. Is the perfect time to be yourself, enjoy it, when you're a grown person. Also it is the perfect time to have a partner or/and lots of sex ;D

As others have said, you don't want to risk being homeless or the victim of violence, but I always think as early as you can. I'm 35 and I came out as a Freshman in college. The one single regret I have in my life, is not coming out sooner, in high school.
