They are using the same DLC model they used for Fallout 3.

I was a bit disappointed starting into the game. It's alright, but just feels really lacking. I suppose after FO3 the developers just got more into the idea of banking on add-ons to help flesh out the game so they focused more on just making a framework for a game rather than a really full game on its own.
