You need to update your Java Runtime Environment and if the current was installed by Vuze, delete it:

The short answer is 'NOTHING'
There is nothing YOU can do. The tracker is down. Stop worrying. It has nothing to do with you, your torrent client or your settings.
Just sit back and find something better to do
