Can not view picture browsing and site looks weird

hey guys , please help
i had new windows 7 yesterday and since then i can not picture browse the site
the site even looks unusual to me , with options up side down instead of being on a top ruler
not mentioning my other problems , aiready downloaded files how to seed them again -
I hesitate to suggest yet more new software but your browser IE8 is quite old
Just make sure you do a restore point each time you try something new

have you cleared the cache? Ctrl F5
also iirc, it could be a page view compatibility thing (tools). there might also be a 'broken page' type icon in your browser bar window on the top left where you can change this.
but basically, IE is shit, so rather than update it consider changing to chrome, firefox or something else.
