Hmm… It's a little tough to tell for sure without knowing the router, and other connecting gear models or specifications, but my guess is that your router is acting like a switch, and your ISP is providing only one IP address.  A router (one with NAT -- Network Address Translation), takes that one address, and then hides the other computers you have connected behind itself.  It makes more addresses on the "inside" network, then passes requests from the inside to the outside, and data back inside from the outside.

showip.net will show you what the outside IP address is.  If it matches what your computer's operating system thinks is it's ip address, then NAT isn't working, and your router needs a checkup.  Since he's using Utorrent, he's likely running Windows, and you can use this procedure to find our internal address:

Click on "Start > Run" and in the blank box type (without quotes) "CMD" amd press the Enter key.
A black window will appear, this is the "Command Prompt"
There, type (without quotes) "IPCONFIG" and press the Enter key. That will show you your Internal IP Address. If you see many entries here, look for the one that is under the name of "Ethernet adapter Local Area Connection:"

If the addresses are the same, or if either is the same as the external address, you need to set your router to properly hand out internal IP addresses.  I'd be happy to guide you through it, but I need more details.

If so, most routers allow you to set how much bandwidth each computer can use.

Unfortunately, I can't give you directions because all routers are different and use different terms/names for common things.
