To fix this, you need to make sure that the port that your torrent client uses is forwarded through your home router or VPN to your computer, both in TCP and UDP. when someones tries to download a torrent, the tracker provides their torrent client with a list of the people who have the files, it is up to the torrent client to decide who will connect to who, and this involves various factors such as latency, upload speed, choking mechanism, etc. Often times firewalls play a role in preventing peers from connecting to each other, this can happen mid-way in the ISP's own firewalls, so you don't even get to know if you were blocked from connecting to someone.

Another factor is the torrent demand, newer uploads are downloaded more often, after a while they settle and very rarely someone will download it.

The only way to get your ratio up is to stop downloading and start uploading. Uploading your own files is the only granted way of increasing your ratio. In addition to that, only download freeleech torrents. Or additionally consider donating if you can.
