It's probably a connectivity issue. I frequently see torrents with seeds that I'm not currently connected to, but if you wait long enough they do tend to connect eventually. If not then there's every chance that a full copy could become available by amalgamating the various leechers. I've had files download to 100% without ever seeing a seeder.
