I don't think these are works of art from scratch. I think they take the heads, and stick them onto torsos, and modify the hair and clothes and jewelry.

Often they take the heads of TV and movie stars and stick them onto the bodies of porn stars.
This has been done a lot with people such as Tom Hollard, Justin Bieber, Harry Styles, and many others.
