Last weeks the download speed decreases after few minutes from start. Is there some issues about my PC or is there some new rules about download limits?

This could be that the torrents you are downloading are not well seeded, or could also be your ISP throttling P2P traffic over their network. While this practice is banned in Canada, it is very commonplace in many other parts of the world, including the United States.
