Why? Is there anything I can adjust to encourage downloading?</p>

<p dir="auto">Thanks, I only see Enable for outgoing but I enabled it just in case. I'll see if it makes a difference.</p>

That's the usual reason why you'll see seeders but not connect to them. You need to keep your client running so you keep your place in the queue, because each time you reconnect to the tracker you will go back to the end of the queue.</p>
<p dir="auto">If it's not already enabled, you should enable encryption in uTorrent (Preferences &gt; BitTorrent &gt; Protocol Encryption). When this isn't enabled peers that require an encrypted connection won't connect to you.  It's enabled by default in most clients.</p>
