<![CDATA[My ratio is 1.318--why am I getting "Bad Ratio?"]]>I have three downloaded torrents that are stuck on "Finding Peers." When I look at the status of the tracker, I see "Bad Ratio: 1.318 (Too many torrents-your current limit is 15 at the same time. To fix limits you could (donate)."

I only have THREE torrents downloading (the ones that are stuck.) Everything else is seeding or inactive. Where is this "15" coming from and how do I resolve this. Clearly my ratio is not the problem.
