The plan is to hold back smart kids so they are just as dumb as the dumb kids.

Let's remember that "equity" is used by liberals when talking about changes to benefit non-whites, especially blacks, that punish whites. So what they are saying here is that non-white especially blacks are dumber than whites, so whites need to be held back. It shows you that liberals are the real racists.
