While we normally advise to only upload one torrent at a time in order to get things out as quickly as possible, there are exceptions for some users who sport a really fast internet connection. The key is that as longa s you can get each torrent out in a reasonable amount of time, we allow for higher numbers of uploads. This, of course, is supposing that the user has a fast enough upload speed to support it.

From what I can see, it seems that this user was able to get these torrents out in a rather short amount of time, so in this case, I would not say it's against the rules, as all the torrents are seeded to completion quickly.
