Yes.

Following numerous SPAM attacks (via PM) that [new] members had been able to send to ALL our members, the site owner decided to create a 6 MONTH WAITING PERIOD for all new members, before being allowed to send messages.

You can still leave a comment on one of the torrents that other person has uploaded… which would be a round-about method of communicating with that member.
