Both are important.  When someone offers an invitation to a private tracker, they want to make sure the recipient is active and seeds generously.  Your ratio isn't bad and the suggestion to get your ratio over 1 is just to remove any doubts anyone might have.

Get your ratio up over 1 and then if and when they make free invitations available to members, someone might offer you one.  There are strict ratio requirements, few freeleech torrents, and lots of competition for upload traffic.

The other thing I like most about org is its web design, which I personally think is the most beautifully designed and aesthetically pleasing of these four trackers.
All in all, well worth joining.

One of the mods seems to have gotten around on that and a couple of other gay sites, so one sometimes sees him sharing the same stuff around, but I'd recommend it.
