The crazy thing is that she represents the city district with the highest crime rates.

That district has the highest crime rates? 
It must be filled with evil whiteys then?  Right?
It's time to send all those white people back to Sweden, Norway, Ireland, and England!

A black council woman (Cindy Bass) in Philadelphia created a law (working it's way through the council) that would make it easier to rob and murder shop owners.

The law would force shop owners to take down the bullet proof glass and ban shop owners/staff from being armed.

Apparently, if you disarm shop owners and take down the bullet proof glass, you will create "dignified environment" and thus reduce crime.

… and at the same time.. remove the bullet proof glass and metal detectors and cops in government buildings such as the IRS, Clerk of Courts, etc.

Seems to me its none of government's business to be telling businesses what kind of security is allowed.
