But at the same time… if he did file charges, Biden or someone else would have stepped in, or Bernie back in, and presented a threat. So I appreciate it to a degree. He did reopen the investigation during the debates, which destroyed her. So I'm kind of in a toss-up regarding this...

There was a bit more to it than that..  There was an internal war going on at the FBI, in which a lot of FBI agents were pissed off at Comey.  Comey was forced to make another statement or risk a mutiny within his own organization.  However, when he made his second statement, instead of causing more problems for Hillary, he essentially closed the book on any wrongdoing on the part of Hillary.. giving her a free pass. 
HOWEVER, there was so much evidence already in the pubic domain about what Hillary did.. that Comey's remarks could not save her.

If Comey did his job, he  could have put an end to Hillary before election day.  He cleverly bought her time, allowing her to continue her bid for presidency up to election day.

Absolutely. MESSED. UP. The investigation was pre-determined by Comey 3 months before the initial investigation was over. Not so surprised though. Before 17 witnesses were interviewed. Who drafts such a document? Comey. It doesn't matter what evidence is brought forward, it's already been decided! And he LEAKED a message to the New York Times of a personal conversation that he had with the President. "No reasonable person would do that," said Trump's lawyer, Sekulow. I agree.

Comey SHOULD have filed charges against Hillary, ending her presidential bid.  Instead, he cleverly timed his two-faced comments to allow her to keep running.  When Trump started making big gains, Comey again stuck his nose in, trying to clear her of all wrongdoing.  Hillary later said some nasty things about Comey to create distance between them.. and Trump used Hillary and Pedosta's attacks upon Comey to justify firing him.
