I have just finished re-watching and enjoying:

Enemy of the State and
State of Play

another movie came to mind. I can't really remember much about it but it was set in Washington DC and was about a politician/businessman who wanted to pass a law to put the whole nation under surveillance.

If anyone has any idea what film it might be I'd be very grateful for a pointer. I have searched IMDB for political thriller conspiracy surveillance and found nothing.

Or am I imagining the thing?
