I have yet to go to a decent bathhouse. The most recent one I went to was steamworks in Toronto and it was a mess there, there were some good looking guys. Men are only allowed in the bath houses that are cruise-oriented. And yes, they do operate legally as a private membership club. At many of the bath houses I have frequented in the US, you are required to purchase a membership to the facility. It's a nominal fee usually. It's $6 for a month @ Steamworks but you have to a pay separate fee for a locker rental or a room each time you enter the facility.

There are traditional saunas (i.e. Turkish/Russian/Korean styles are examples that I think you may have heard about) that are single-sex or co-ed depending on how they have it set up. But the traditional saunas are not sex oriented places. Many traditional saunas are family environments where those under 18 can attend with their parents and strict policies are enforced against sexual activities in the facility (Although there is a cruisy Korean sauna here in Chicago where I think I jerked off a guy discreetly in the wet sauna after the guy did something to steam up the entire area  :fap: I do remember a few blowjobs beings given in the "napping chairs")

Sometimes the term saunas and bath houses are used interchangeably to describe the gay cruise-oriented facilities. There is a locker room area to place your clothing/belongings. And the rest of the facility has private rooms and specialized areas to wander around and pick up someone for some private or public play.

Bath houses will range in quality depending on the establishment. I personally don't like the other bath house here. When I went years ago, it had a not-so-great functioning wet sauna, horrible carpeting in the locker room area, and I wasn't really attracted to many patrons.
