I know you can't necessarily police an entire city, but Rio has been known for these issues. Sucks that it is affecting everyone on a world stage, highlighting even more of the issues surrounding these games. On a side note, I saw someone recently mention that the IOC should move the games back to Greece and leave them there. It was the Olympic Games birthplace, they have the infrastructure in place and it would greatly impact their economy…in a positive way, which they really need.
