Bad ISPs - if you have one from the following list, then your ISP is the reason you are not getting high ul/dl speeds.

BEFORE YOU START!!!

You need to have TCP set up with a static ip between the computer and your router. This is NOT the same thing as a static ip from your ISP. If it worked in XP SP2 and you upgraded this might fix it. Don't know how to set up a static ip? Well that is another guide.

I upgraded from XP SP2 where uTorrent was working great, after the clean install of Vista, and going through and redoing my TCP and Static IP. I was faced with the red dot, telling me to change my listen port, so I went through Windows Firewall and changed the open port and made sure it was there for both TCP and UDP and was still getting the red dot. It didn't matter if Windows Firewall was on or not.

I found looking through the help files that Windows Firewall has advanced settings, and these are active whether Windows Firewall is on or not!

So here is how I fixed it. The green dot takes a few seconds to come on, and the yellow triangle will come on if there is no direct incoming connections, but so far no more red dot. Oh and my speed is a lot better.

First. Do a search in the start menu for "firewall" this will pull up "Windows Firewall " and "Windows Firewall with advanced security". Click on Windows Firewall with advanced security.

As you will see there are selections for inbound and outbound rules. Click inbound rules. This will bring up a list of the rules you currently have inbound.

Your open ports should be listed in here ( the ones you should have made in Windows Firewall ). On the right hand of the screen you will see "New Rule… Click on it.

Select TCP, and enter the port. Click next.

Click Allow all connections. Click next.

Next is where you want this to apply, I left all the boxes checked.

Now name the rule, I named mine uTorrent TCP Inbound. Just to make it easier to see what it was.

Returning to the main window, you should see something like this.

I repeated the above for TCP outbound, UDP inbound and, UDP outbound.

So there you have it, a fix that worked for me, and hopefully will work for you.

Just found this and thought I might add it here… I was in another forum, and this can be another reason that you are only getting the red dot.

How To: Disable IPv6 and QoS

Theres a big chance that youre not using
IPv6 and probably have no need for QoS on your network.

How To Disable IPv6 and QoS on Microsoft Windows Vista
Click Start > Control Panel
Click Network and Internet > Networking and Sharing Center
On the left side pane click Manage network connections
Right click on your NIC and then select Properties
De-select IPv6 and QoS and then click Ok

Restart your computer for the new settings to take effect.
