Many doctors say that unprotected oral sex is not totally safe and reccomend the use of protection, but how widespread is the use of condoms for blowjobs and rimming?

The easiest and safest answer is to use condoms for EVERYTHING and use them ALL THE TIME.  However, like you, I decide for myself what risks are acceptable for me.  If I am sucking cock, then I have really gotten into something with someone (ie. we are well past  the first 4-5 dates.)  I wouldn't require him to wear one.  If anyone is looking for me to wear one during oral, at anytime, then I politely decline and move on.  I feel absolutely nothing from wrapped oral, especially since I am cut.  So while I appreciate that the other person may be looking out for their safety – and that is good of them! --  but it's a waste of time for me, especially if I feel nothing.

Then if you're gonna be in a monogamous relationship; for oral you don't need to use condoms. You can still do it though, cuz after all your never know whether your boyfriend will cheat on you or not, which is why you ABSOLUTELY need to use a condom for anal sex, at least.

While HIV is almost impossible to get during oral sex, other STDs such as Gonorrhea, Chlamydia, Syphilis etc are. My advice is if you want to have unprotected oral sex, try to make sure your partner doesn't have any communicable STDs. If you engage in risky behavior, have frequent std screenings.
