2. i have a file which has 13 leechers and no seeders, but my version is different (size)
3. should i seed it with the same name even it is a duplicate or what?

That is a good torrent to start re-seeding.

Even with download rights suspended you can get the following .torrent files:

  • own uploaded torrents (to allow uploading own new torrents and reseeding)
  • all files completed download torrents (to allow reseeding)
  • freeleech torrents (to download one at a time, then continue to seed)

I'm as well quite sure that if you write the Helpdesk that you want to reseed the dead torrent x, you'll get download rights for a short period to be able to catch the .torrent file.
