It sends a system message to the up-to last 120 members having completed the download and not to the original uploader.

Of course it is the right action on dead torrents one want to download. After sending a reseed request it is better to hang downloading on a torrent, because if potential reseeder don't see a downloading peer, they might decide not to reseed.

If a reseed request doesn't help within a week to get a seeding peer, write the Helpdesk explaining the situation, but don't ask for promotion. Torrent staff is able to contact the original uploader if still member and visiting the site.

I'm not sure if not to send the reseed request to the original uploader is done by purpose. It was like that since I'm member and my suggestions to send it to the original uploader back years remained without echo.

About the 2 torrent that you mention, they don't need to be promoted, they only need to be reseeded, because they're dead or no seeder (S: 0), as the system itself do not promote a dead torrent. All you need is just hit the Request Re-Seed button, below on the torrent page. The system will send the uploader a request to reseed the torrent, in while, all we can do is wait with hopeful that the uploader will reseed the torrent again so it can be downloaded and live again.
